Context
The international drive to achieve universal primary education by 2015 as one of the Millennium Development Goals (MDGs) has led to a significant increase in primary schooling rates, against a backdrop of strong social demand for education that also embraces secondary and higher education. At the same time, new vocational training systems have been set up, though without any form of coordination or any clear statement of the conditions for their deployment.
The noticeable deterioration in the quality of education concomitant with the progress made towards achieving the MDGs, the phenomenon of exclusion from the education system and the shortcomings of existing education and training systems highlight the need to define new integrated, systemic approaches in which post-primary vocational education and training naturally have a role to play.

Issues
While contextualising the systems is both a necessity and a challenge, improving the external effectiveness or productivity of post-primary vocational education and training depends on a variety of factors. These include the quality of primary education, the way the system is governed, managed and the funding mechanism, including the use of micro credit to finance entry into the workforce, and the design of qualification frameworks. The structure of the markets and the distinction between different levels of qualification for different occupational fields will have to be taken into account, meeting the need for intermediate qualifications and developing entrepreneurship which are major stakes for economic development when the job market is tight.
The choice of strategy and method for drawing up long-term public policies will be made after analysing existing experiences, their outcomes, their effectiveness and any difficulties encountered.

Partners and guests
The seminar will follow on from the ADEA biennial held in Maputo in May 2008, the workshops run in Berlin and Kampala by the GTZ and the AFD respectively in October 2008 and October 2009, and will take into consideration the discussions and deliberations conducted by stakeholders in Europe such as the European Commission and European agencies (ETF, CEDEFOP, etc.), bilateral cooperation (GTZ, Lux Développement, French Ministry of Foreign Affairs, AFD, etc.) and stakeholders in Africa (ADEA, BAD, UA, UNESCO/BREDA, etc.).

The seminar is supported by the Indian Ocean Commission, the European Commission (DGDEV), the International Francophone Organisation, the german and Luxembourgish cooperations (GTZ and Lux Développement, the French Ministry of Foreign and European Affairs (DGMP), Agence française de développement, the French Ministry of Education (General Inspectorate, DREIC and the General Directorate of Schools [DGESCO]) and local partners in La Reunion (Conseil régional de la Réunion, Conseil général de la Réunion, Municipalité du Tampon, Préfecture de La Réunion, Rectorat de La Réunion, Université de La Réunion, France Volontaires).

The following countries have been invited: Burundi, Kenya, Madagascar, Mauritius, Mozambique, Namibia, Seychelles, South Africa, Tanzania and the Union of the Comoros.

The seminar will draw together a panel of decision-makers and technicians from countries engaged in or wishing to engage in a process of reform, bilateral and multilateral technical and financial partners, social partners and economic stakeholders.
