Egypt: strengthen French teaching in the public education system

With its founding member status of the International Francophone Organisation and its 3 million French speakers, Egypt carries out several activities in the country to promote and strengthen the diffusion of the French language.

The FSPI project (1) "Support for the development of French in Egypt" (ADEFE), lasting for two years (2018-2020), was born out of the desire of French cooperation to support the Egyptian public education system. It aims to strengthen the French-speaking world and the quality of French language teaching, taught as a second foreign language in Egyptian public schools - where there are 3.5 million students learning French - from the preparatory cycle to the secondary cycle.

The ADEFE project follows on from the October 2017 declaration, signed during President Abdel-Fattah al-Sissi’s visit to France, between the governments of the French Republic and the Arab Republic of Egypt on the strengthening of bilateral cultural, educational, francophone, university, scientific and technical cooperation.

It is placed within the continuity of the “Éducation 2.0” reform, launched by the Egyptian government in February 2017 to improve the quality of education and meet the many challenges facing the education system.

At the time of the project launch by the Ministry and the French Embassy’s Cooperation and Cultural Action Service (SCAC), the Egyptian Education Minister, Tarek Shawki, announced his desire to make French a second modern language, obligatory from the preparatory cycle.

The project, financed by the French Embassy, was implemented by the CIEP for pedagogical and curriculum aspects. It aims to support the development of a new curriculum (2) in French, French language textbooks and the development of teachers’ professional skills in the 27 governorates, by promoting the use of digital technologies. Since October 2018 and until February 2020, around twenty missions are planned.

Over time, the final beneficiaries of this project will be the learners at some 2000 government schools. 

 


(1) Innovative Priority Solidarity Fund: funding arrangement introduced by the Ministry of Europe and Foreign Affairs to support a large number of projects under official development assistance, in countries in priority geographical areas. The projects cover a large range of fields of action, among them democratic governance, culture, the diffusion of French, the strengthening of higher education and research.

(2) The curriculum refers to the design, the organisation and the programming of the teaching/learning activities according to an educational pathway. It brings together the statement of goals, contents, activities and approaches to learning.
